Local Housing Trust Fund (LHTF)
Program Purpose
The primary purpose of the Swift County Local Housing Trust Fund (LHTF) Program is to assist in financing the production, preservation and stabilization of affordable and mixed-income housing projects throughout Swift County. The LHTF shall be a permanent source of funding and a continually renewable source of revenue to meet, in part, the housing needs of moderate, low-income, and very low-income households within our County. The LHTF can provide funding to property owners, homeowners, local units of government, and for-profit/non-profit housing developers. Funding may be used for the acquisition, capital, and soft costs necessary for housing (both rental and owner occupied). Projects funded by the LHTF shall be dispersed throughout the County on a first come, first serve basis as funds are available.
Policy Guidance:
The LHTF will be administered by the Swift County HRA. The HRA will report its activities to the Swift County Board of Commissioners as part of the responsibilities under the Housing Trust Fund Ordinance. The LHTF is funded through the Swift County tax levy. The Swift County HRA has designated any CVEC distributions that are received, less the expense investment.
The Swift County HRA staff have the authority to approve Owner-Occupied and Rental Rehabilitation projects based on the qualifying criteria below. All new construction or development projects require approval from the Swift County HRA board.
